Minutes of the meeting held on Tuesday 19th January 2010 at 7.30pm in the Village Hall

Minutes
The minutes of the previous meeting held on the 17th November 2009 were agreed, with one minor amendment, and signed

Matters Arising
1      Bins in car park : a response was awaited from South Hams Council with regard to the bins. Yvonne will chase.
2      Cracks in the wall: to be done when weather has improved.
3      Boiler service: This has been done. LPG bottles are not secure, we need a secure enclosure. Mike to cost. Apparently the incorrect data badge is on the boiler. Mike will check.

Parish Council letter
Gilly declared a conflict of interest and did not speak on this item.
Following a discussion, when the appropriate parts of the Charity Deed were looked at, it was agreed that HVMC were unable to help with repaying the loan. Yvonne will write to HPC, outlining the obligations of the Charity Deed. Proposed-Peter. Seconded-Maggi. All agreed.

Book-keeper’s report
Keith tabled the accounts, which showed a healthy balance. Peter asked whether there were maintenance plans for the future. To be agenda item at next meeting.

Parish Council report
Work has been ongoing by the Play Park Committee, in a bid to improve facilities in the Play Park for everyone in the community. However, a bombshell from SHDC was the announcement that funding for the maintenance and inspection of the play area could be withdrawn. Councillors and our District Councillor will be fighting this, as it could have implications for the future of the play area and huge financial implications for the Council.

Booking Clerk’s Report
The hall is being used very well and the new art class is a great success. Having 2 tiers of hiring rates is good and is encouraging greater use. Heating the hall was discussed and it was agreed to redo the timer so that heating always comes on half hour before an event and goes off at the finishing time. If the hall is cold, the overhead heaters can be used.

Representatives’ Reports
Whist: no meetings for 4 weeks because of Chritmas and then snow/ice.
Garden Group: next meeting is 20th January in the hall. On February 24th at 7.30pm it will be a speaker.
Coffee Morning: Despite varying numbers, it is worth carrying on.
Community Group: The January meeting was postponed till February 10th because of weather.
Fete: It is intended to hold an open meeting in February to discuss the future of the fete, more committee members were needed. Flyers could be sent out and the Holybrook Exchange used to advertise the meeting.
PCC: No report. Corynne is being ‘spread’ very thinly now there is no priest for Widecombe and Ashburton.

Christmas Fayre
A very enjoyable event, with a net profit of £938. Carol was thanked for organising it. It was agreed that the raffle prizes could be advertised in advance to encourage attendance. Prizes this year were excellent. A discussion took place re: donating a proportion of the profits to charity. Our Charity Deed will not allow us to do this.
Dates for 2010: Gilly had spoken to Penny Aldred re dates for Leusdon’s events, so that we did not clash. Penny said that it could be that they would have a sabbatical year for running events. We should go ahead and book dates for events, she will phone Gilly after their meeting in February.
Christmas Fayre: Saturday 11th December 2010
Plant sale: Saturday 8th May 2010.
Gilly to advertise in Parish Link, HVH website and Buckfast News Sheet.

1          OS map has been put up in hall.
2          Malcolm had changed his black bin for the hall bin and the council have now emptied it.
3          The Charity Commission produce a twice yearly news sheet online. Yvonne agreed to manage this in future and will get passwords form Keith.
4          Nectar points: discuss at next meeting.
5          Curtains: discuss at next meeting.
6          Gilly thanked Yvonne for her hard work while she was away.
