Minutes of the Parish Council Meeting held on Wednesday 7 July 2004 in Holne Village Hall

Public Forum : Jonathan Stones introduced himself as the new Ranger, replacing Richard Brooks. Councillor Iles, who would be declaring a prejudicial interest for item 0407.03, left the meeting whilst Ms Crutchley described their planning application and answered questions. Mr Evans on behalf of Holne Fete Committee, asked the Council for permission to use Play Park for the fete. Mr Gray, speaking as Tree Warden, spoke about the cutting of new hedge plants by South Hams contractors in Play Park which he had reported to the Clerk. She told the meeting South Hams had requested that she write to them a letter to be passed on to the contractors asking for this area not to be cut. Mr Gray reported that in spite of this the area had been cut again. He then asked the Council to think long and hard before accepting that the village become a conservation area. Finally, he answered questions on his application. Cllr Copus then informed the Council he would be declaring a prejudicial interest in item 0407.03 as he had given the applicants professional advice and left the meeting whilst Messrs Maddocks and Ruddy informed the meeting of the reason for the amendment to their plans.
0407.01 Apologies for Absence were received and accepted from Mr M French -another meeting, County Cllr G Date - another meeting caused late arrival, District Cllr Ramsay - another meeting
0407.02 Minutes of the Meeting of Wednesday 2 June were approved and signed.
0407.03 Planning Matters 0386/04 Conversion of disused
dairy to single storey dwelling at Village Farmhouse, Holne : Cllr Iles
declared a personal and prejudicial interest, signed the register, and
left the meeting. No objections
0438/04 Extension replacing existing outbuildings and existing defective
structure at The Forge, Holne: Cllr Owen proposed that the Council support
the applicaton but Draw the Planning Authority's attention tolocal concern
t the extent of the area of glass in the plans which substantially alters
the character of the original building. Agreed.
0466/04 Erection of dwelling related to rural business at Priddons,
Holne: Discussion showed that although Councillors supported the business
criteria for the application, feeling that rural skills should be retained
and assisted and that a successful application would prevent the sale
of the farm which if sold would be unlikely to continue to be farmed,
there was concern at the use of a green field site for the proposed
building. Cllr Arrowsmith proposed that the Council vote as to whether
it supported the application or not. Cllr Owen proposed an amendment
that the Council recommend that the Planning Authority hold a site meeting
before coming to a decision on the application. The amendment was not
carried. On the proposal being voted upon, 4 voted to recommend approval
of the application, 2 voted against, with one abstention. Decision:
to recommend approval.
0273/03 Two-storey extension to provide double garage with bedroom above
at 4 Church Park Cottage, Holne - amended plans relating to extra 0.6
m width to the extension: Cllr Copus declared a prejudicial interest
due to his professional connection with the applicants, signed the register
and left the meeting. No objections.
The following planning decisions were reported: 0301/04 Permission for
new dwelling on land at Holne Court Farm subject to conditions allowing
archaeological recording, protection of plants, disposal of water, approval
of materials used. 0364/04 Permission for extension on east side of
house to form larger entrance and utility room, Littlecombe, roof to
be of natural slate and external walls of materials to match those of
existing.
0407.04 Accounts for the Month The Clerk reported that Mr K Evans had done the internal audit of the accounts for the year ended 31 March 2004 and that the Annual Return would now be sent to the External Auditor. The following payments were approved:
a) Mrs J M Radford salary April-June incl £185.00
b) Mrs J M Radford expenses for the same period
(internet connection £5, telephone £15.04 inc VAT £2.24,
Stationery £17.42 inc £3.96) £37.46
c) SLCC for new Clerk's Manual (sole property of Holne PC!) £24.00
d) Mrs G Simpson mileage to attend course in Exeter £22.00
0407.05 New Standing Orders Model Standing Orders had been circulated and were now adopted with modifications. These would be copied by the Clerk and circulated to all Councillors to keep during their term of office and returned to the Clerk when this ended for whatever reason.
The meeting then closed for a report from Cllr Date who had arrived during the previous item.
0407.06 Affordable Housing Questionnaire Agreed to
undertake a survey on this subject, with the addition of the following
questions: "Have you land that would be suitable for affordable
housing?
Do you work in Holne/Buckfastleigh West parishes?"
The composition of a covering letter was delegated to the Clerk, together
with negotiation with Buckfastleigh West Parish Clerk on co-operation
with that Council. Agreed that Scoriton flower show would be a good
time to launch the project.
0407.07 Risk assessment for Play Park (outside the Play Area which is managed by South Hams DC) in particular the risk to children from the leat. Agreed to leave access and have no warning notices here.
0407.08 Parish Website Cllr Arrowsmith reported various options on this subject. Agreed to accept the creation of a website at a total cost of £400, using the name "HolneParishCouncil.co.uk". Agreed to write to DNPA for permission to use the pony symbol, and to County Council to use the County crest.
0407.09 Gate to Play Park The Clerk reported that she had asked Robbie Richardson to look at the lower hanging hook of the gate which was broken. She would contact South Hams DC again on the condition of the swing chains.
0407.10 Planning Course at CcofD She would contact CcofD to ask about this course which was likely to be filled.
There being no further business the meeting closed at 10.20 pm. The next meeting of the Parish Council will be on Wednesday 1 September
