Minutes of the Parish Council Meeting held on Wednesday 1 September 2004 in Holne Village Hall

Present: Cllrs Paul Arrowsmith,  Richard Copus (Chairman), John Iles, Cynthia Irish, Gill Simpson

Members of the Public:  Mr & Mrs R Grose,  Mr M French, Mr M Bonney, Mr & Mrs D Mudge, District Cllr C Ramsay, Mr F Niering, Ms H Harrison, Mr & Mrs L Churchouse

Public Forum :   Mr Churchouse spoke about the application at Gallant le Bower and Mr Mudge responded to his concerns and questions from others attending the meeting.  Mr Grose also answered questions on his application at 4 The village, stating that DNPA officers had asked him to put in a more contemporary building design.  Mr French  told the meeting about the background to his application for the restoration of the long house originally known as Fords House.  Ms Harrison  answered questions on her application.  Mr Niering  asked the Council when responding to the application to draw attention to a 16th century door which he wished to see particularly preserved.  Mr Bonney spoke about his work for South Hams and West Devon Health Forum and then about his role as agent for Ross Gray in his application at Priddons, requesting that his concerns relating to this and the site meeting be minuted.  Agreed after discussion that the whole subject of planning officers' role in local planning applications should be an item on a future agenda of the Parish Council.  Cllr Ramsay  made a report on South Hams's new logo, and the new Local Development Framework which would include items on housing strategy, for which Holne's proposed housing survey would be useful.

There being no further business from the floor, the meeting opened at 9:00 pm.

0409.01 Changes to Agenda  Cllr Arrowsmith proposed, due to the late start of the meeting, that items 5 6 & 7 be deferred. Agreed to defer items 6  (Report on new website) & 7 (Other reports by Councillors or Clerk).

0409.02 Apologies for Absence  Cllrs Bradford and Owen, County Cllr Date

0409.03 Minutes of the Meeting of 7 July were approved and signed.

0409.04 Planning Matters

0635/04 Outline Planning Application for erection of agricultural dwelling at Gallant Le Bower Farm for Mr & Ms D Mudge:  Cllr Copus declared a personal interest as a neighbour to the site and stated he would not vote on any proposal made.  Cllr Irish made a report on behalf of the Planning Committee, proposing that the Council support the application. Views were expressed questioning the agricultural need for a residence on site, voicing concern as to the landscape impact of the existing buildings but also in support of the need to encourage people to live and work on the land.  On a vote being taken on the proposal, three were for recommending approval, one against and one abstention . 

0636/04 Barn conversion at Long Barn, Ingletts Farm, Michelcombe for Mr M French:  Cllr Irish declared a personal interest as an employer of the applicant.   The Clerk read comments made by Cllr Owen on behalf of the Planning Committee.  The Council supported the application, appreciating that it was a most exciting project for the community. Agreed to draw the Planning Authority's attention to the doorway and any other similar features, and to show the Council's awareness that although the application is described as a barn conversion, it is in fact the restoration of an important building and should be whole-heartedly supported.  

0640-1/04 Full Planning and Listed Building Application for Single storey infill extension to rear with associated internal alterations, replacing flat roof to Cottage 2 with pitched roof.  Replacement windows to rear of cottage 2 with windows to match Cottage 1 at 1 & 2 The Village for Ms H Harrison and Mr T Darby:  Agreed after discussion to recommend approval.  Although it was felt a pity that two small houses should be amalgamated, thus decreasing the housing stock, it was appreciated that the proposed alterations would still allow the houses to be split at a later date.

0653-4/04 Full Planning and Listed Building Application for Alteration to façade of existing extension and addition of side enclosed space created in part by next door extension at No 4 The Village for Mr & Mrs R Grose:  Agreed, after discussion of the proximity of the extension to that next door, to recommend approval.

Two planning decisions were reported:   0331/04 Change of use from shop/dwelling to dwelling plus enclosure below existing canopy, velux windows and new flue at Churchway Cottage with conditions relating to materials used and 0438/04 Extension replacing existing outbuildings and existing defective structure at the Forge with similar conditions.

0409.05 Accounts for the Month  The following payment was approved:

a) Devon Association of Parish Councils for Planning Course 8 September                     £90.00

0409.06 Holne Housing Survey  The Clerk reported that Community Council of Devon had sent the relevant forms for registering to undertake this survey, and questionnaires, with the extra questions as requested, had been requested in time for the October meeting so that Councillors could be allocated a number to distribute and collect by mid-November. 

0409.07 Correspondence had been received as below was placed in the circulation file  and would if necessary be discussed at the next meeting of the Council:

South Hams DC on Local Development Framework;  A response from DNPA on grass cutting at Gallant le Bower; DCC on Adoption of County Structure Plan, SHDC on Changes to Street Cleansing;  Draft Model Code of Conduct for Local Government Employees and Review of Regulatory Framework Governing the Political Activities of Local Government Employees.

0409.08 Jubilee Stone  Cllr Arrowsmith reported that this had been displaced.  The Clerk would ask the DNPA Ranger if he could arrange to put it back in place. 

0409.09 Item for next meeting  Cllr Simpson asked for an item on a project to spend the spare Jubilee cash on the next Agenda.

There being no further business the meeting closed at 10.10 pm.  The next meeting of the Parish Council will be on Wednesday 6 October.

Note by Clerk:  Cllr Bradford has telephoned to tell the Clerk that she is no longer living in Holne and will therefore have to resign from the Council.  Her resignation needs to be put in writing to the Clerk, when the vacancy will be advertised in the usual way.
