HOLNE PARISH COUNCIL

The Regular Monthly Meeting of Holne Parish Council will be held on Wednesday 2 November 2005 in Holne Village Hall.    The Meeting will begin after both the public forum at 7:30pm and brief reports from county and district councillors

AGENDA
  1. Apologies for absence
  2. To consider, amend as agreed by the Council and approve the minutes of the meeting of 6 July and 5 October 2005
  3. Planning matters including any applications received in time for the meeting:
    • 0799/05 White PVCu Conservatory to rear of dwelling at Middle Leat for Miss R Roberts.
    • 0817/05   Visitor Facilities (Toilet Block) in Picnic meadow, River Dart Country Park Ltd.
    To discuss whether the Council should question whether the new build on land adjoining the village shop structure is being made in accordance with planning permission, and whether the fact that the shop has still not opened should also be the subject of discussion for action by the Council.
  4. To hear the Clerk's financial report & to approve the following payments:
    1. Moorland Team Ministry (2nd half of grant for Churchyard)                         £100.00
    2. Public Works Loan Board (Cheque sent 30 October)                                    £574.43
    3. Project Cosmic annual charge for hosting the website (Inc VAT)                £146.88
    4. Mr Ross Gray for attendance at SW Regional Tree Warden Forum               £13.50
  5. To hear a report from the Housing Needs Committee and to discuss any action needed by the Council as a result of this (major decisions   need to be itemised on a future Agenda unless the Clerk has notice of these before this one is published).
  6. To discuss what honorarium should be offered to Mik Wells for his management of the website.
  7. To consider a request from the Parochial Church Council that the Parish Council increase its grant for the maintenance of Holne Churchyard.
  8. To discuss the Council's view on whether holiday cottages should be converted, where wished by their owners, to permanent use (and see Correspondence, this is an opportunity to put a view on this if Council has one).  
  9. To set a date for the annual meeting of the Finance Committee.
  10. To discuss the provision of a Christmas Tree on the Village Green and any related matters.
  11. Clerk's or Councillors' reports on matters authorised by the Council at previous meetings not otherwise on this Agenda:   DNPA Communities Forum 28 October (Clerk cannot now attend)
  12. Correspondence not otherwise listed on this Agenda for information or inclusion in the Agenda of the next meeting:   DNPA Local Development Framework: Issues and Options Report for Core Strategy -   response requested by end November:   Clerk suggests that this is discussed in detail at the December meeting and she will inform DNPA of this.    It is available on the DNPA's website, with two paper copies for circulation.
  13. Chairman's Urgent Business Items for action by the Clerk if covered by delegated powers or for inclusion on the Agenda of the next meeting
