HOLNE PARISH COUNCIL

The Regular Monthly Meeting of Holne Parish Council will be held on Wednesday 5 April 2006 in Holne Village Hall

The Meeting will begin after both the public forum at 7:30pm and brief reports from county and district councillors

 

A G E N D A

•  Apologies for absence

•  To consider nominations for co-option to the Council to fill the casual vacancy caused by the resignation of Mrs Pamela Melville, no election having been requested by the due date. One application for co-option has been received by the date of this Agenda, from Miss Ru Roberts. Nominations have been invited in notices posted on the Holybrook Exchange and the notice boards.

•  To consider, amend as agreed by the Council and approve the minutes of the meeting of Wednesday 1 March

•  Declarations of Interest:   Members are invited to declare any personal or prejudicial interest relating to any agenda item at this stage in the meeting, but may do so also at any time during the meeting, if they become aware they may have such an interest in a subject being discussed.

•  Planning matters including any applications received in time for the meeting:

0203/06 Extension to existing farmhouse to provide attached dwelling relating to rural business, to include adaptation of existing access track and entrance gate at Priddons for Mr R Gray

•  To hear the Clerk's financial report, accept the Accounts for 2005/6 (should be available for the meeting)    & to approve the following payments:

  1. Devon Association of Parish Councils subscription and . £41.00
  2. Local Govt Review subscription £14.00
  3. Devon Playing Fields Association subscription £15.00
  4. Moorland Team Ministry for Parish Link (£50 last year)
  5. Peter Owen for flailing Play Park hedge - invoice needed
  6. Public works Loan Board loan repayment (due 30 April) £574.43

•  To consider a request from the Fete Committee for permission to use Play Park for the fete to be held on Saturday 12 August

•  To discuss again to motion rescinded at the last meeting of the Parish Council, that holiday cottages or accommodation should be converted, where wished by their owners, to permanent residential use.

•  To discuss, at the request of Cllr Copus, the mess Balfour Beatty lorries have made of the track at Gallant le Bower, and what the Council should do about this.

•  To discuss a request made at the February meeting that the Council discuss the campaign by CPRE to establish "quiet lanes" in the countryside with speed limits of 20 mph and priority for pedestrians, horse riders and unmotorised vehicles and to make any resolution agreed as a result of this discussion.

•  To hear a report on the Affordable Housing Advisory Committee and to discuss, at its request, that owners of land that might be used for social housing should be written to ask their interest in making such land available.  

•  To confirm arrangements for the Annual Parish Meeting on Wednesday 26 April.

•  To discuss a letter from DNPA inviting agenda items for the Community Forum on Friday 12 May, in particular that Holne Parish Council might suggest an item to encourage DNPA to request that   Waste Collectors (ie District Councils) provide recycling facilities for waste bins where these are provided at car parks and similar venues on the Moor.  

•  Clerk's or Councillors' reports on matters authorised by the Council at previous meetings not otherwise on this Agenda: contact with BT re Broadband (Clerk and Chairman);   S Hams Training Session (Clerk);   Oak Tree in Play Park (Clerk).  

•    Correspondence not otherwise listed on this Agenda for information or inclusion in the Agenda of the next meeting:   DNPA on Conservation Area Proposal;   Totnes & District Sustainability Group Conference on Potential for Renewable Energy in the South Hams on 8 May;   DCC on future of Kenwyn; Dartmoor Discovery Marathon on 3 June;   DNPA on call for new members of the Dartmoor Sustainable Development Fund Advisory Panel;   Monitoring Officer Investigating Officer's Report on Complaint 13623.05  

•  Chairman's Urgent Business Items for action by the Clerk if covered by delegated powers or for inclusion on the Agenda of the next meeting
