HOLNE PARISH COUNCIL
The Regular Monthly Meeting of Holne Parish Council will be held on Wednesday
4 April 2006 in Holne Village Hall
The Meeting will begin after both the public forum at 8:00 pm and brief reports from county and district councillors
A G E N D A
1. Apologies for absence.
2. To consider, amend as agreed by the Council and approve the minutes of the meeting
of 7 March 2007
3. Declarations of Interest: Members are invited to declare any personal or prejudicial
interest relating to any agenda item at this stage in the meeting, but may do so
also at any time during the meeting, if they become aware they may have such an
interest in a subject being discussed.
4. Planning matters including any applications received in time for the meeting
:
None to date, but to discuss the attached report from Ru Roberts on the DAPC Planning
Masterclass and to agree, if approved, the resolution proposed.
5. To hear the Clerk’s financial report & to approve the following payments:
a) Devon Association of Parish Councils sub and LGR sub £53.50
b) Devon Playing Fields Association sub £15.00
c) Moorland Team Ministry for Parish Link (£60 last year)
d) Public Works Loan Board loan repayment (due 30 April) £574.43
6 To discuss arrangements for the Annual Parish Meeting on Wednesday 25 April
7. To discuss community efforts on carbon footprint reduction to how the Parish
Council might be involved.
8. To complete the Calor Village of the Year Entry Questionnaire (closing date for
entries 1 June 2007)
9. Clerk’s or Councillors’ reports on matters authorised by the Council at previous meetings not otherwise on this Agenda: Affordable Housing Group (meeting with various
others 3 April); Planning Masterclass (and see above) Cllr Roberts and Clerk.

Correspondence not otherwise listed on this Agenda for information or inclusion
in the Agenda of the next meeting: Request from Sylvanus on behalf of Western Power
to cut trees back in Play Park; South Hams DC on Parish Cluster Meetings; South
Hams DC Pilot Study on affordable housing provision (Clerk has returned application
to take part to meet 26 March deadline).

March 23rd., 2007. DAPC master class on planning on March 22nd., 2007 Development
control and enforcement.
Best practice: Examples of best practice to maintain and increase affordable and
rented houses included the use of section 106 agreements similar to those agreed
by Holne PC in minute 0703.03 of the PC meeting on March7th.: “ When considering an extension, including conservatory,
the council will recommend a section 106 agreement be entered into that ensures
that any part of the dwelling so extended shall remain as ancillary accommodation
in connection with the residential use of the dwelling house and will not be sold
off or let as a separate dwelling.”
Furthermore the use of dwellings as holiday lets and with agricultural ties are
being monitored in some areas in Devon and if there is a possible breach of these
conditions it is negotiated with the owner for example to put a similar condition
on other dwellings owned by the same person..e.g. a farmhouse with a section 106
agreement to ensure
that those buildings be used as ancillary to the main dwelling
or that if sold away the dwelling be sold only as affordable/ social in the definition of those terms agreed in the authority’s Local Plan. By these methods rented accommodation
AND affordable houses are maintained and provided without building any new dwellings.
