HOLNE PARISH COUNCIL
The Regular Monthly Meeting of Holne Parish Council will be held on Wednesday 6 June 2007 in Holne Village Hall. The Meeting will begin after both the public forum at 8:00 pm and brief reports from county and district councillors

A G E N D A

1. Apologies for absence.

2. To consider, amend as agreed by the Council and approve the minutes of the meeting of 9 May 2007.

3. To elect committees to serve the Council for the following year (last year's below/over).

4. Declarations of Interest: Members are invited to declare any personal or prejudicial interest relating to any agenda item at this stage in the meeting, but may do so also at any time during the meeting, if they become aware they may have such an interest in a subject being discussed.

5. Planning matters including any applications received in time for the meeting :
0355/07 Replacement of exsiting animal shelter at Higher Michelcombe for Mrs J Parsons
0372/07 Alterations and extension to the dwelling and formation of alternative access at Brackenwood Holne for Mr & Mrs D Sheridan 0394/07 Conservtory at Sylvana for Mr & Mr R Applegarth
0376/07 Listed building application for Internal alterations at the Annexe, Holne Court, for Mr & Mrs Powell
To resolve whether the Council wishes to authorise the Chairman, at the request of a number of parishioners, to attend the meeting of DNPA Development Control Committee to voice the objections to 0347/07 New entrance, parking and garage at Hazelwood

6. To hear the Clerk’s financial report & to approve the following payments:
a) Holne Church Charity rent for Play Park £20.00

7 To hear a report, if available, from the Affordable Housing Working Group, and to make any resolutions necessary as a result of this.

8. To complete the ballot paper for parish members of the DNPA (copy of the relevant papers attached to Agenda which will be posted/delivered to Councillors)

9. To adopt the new Code of Local Government Conduct.

10. To discuss the Council's response, if any, to the consultation on Exeter City Council's bid for unitary status.

11. To discuss the Council's response, if any, to the consultation on the Statement of Community Involvement on Devon County Minerals and Waste Development Framework.

12. To discuss a proposal by Cllr Roberts that the Council should request of the County Council that three parish roads used as public paths which have no status on the Definitive Map should be granted public right of way status as restricted byways.

13. To discuss a proposal by Cllr Irish that the Council should take action on the problem of speeding on roads in the Parish.

14. To discuss how to progress in the matter of the appointment of a new Clerk from December 2007, and to discuss the appointment of a manager for the website.

15. Clerk’s or Councillors’ reports on matters authorised by the Council at previous meetings not otherwise on this Agenda: Play Park Heges (Clerk) ; gates across Whisper field need attention as stiff (Cllr Owen) ; request from parishoner for lengthsman to clear road at Church Park of debris from recent rains as leat overflowed (Cllr Owen); Scoriton Playground (Cllr Roberts & Chairman)

16. Correspondence not otherwise listed on this Agenda for information or inclusion in the Agenda of the next meeting: S Hams Draft Licensing Policy for 2008/2011;

17. Chairman’s Urgent Business Items for action by the Clerk if covered by delegated powers or for inclusion on the Agenda of the next meeting
