HOLNE PARISH COUNCIL
The Regular Monthly Meeting of Holne Parish Council will be held on Wednesday 7 November 2007 in Holne Village Hall
The Meeting will begin after both the public forum at 8:00 pm and brief reports from county and district councillors. District Cllr B Hitchins, who is also a member of Dartmoor National Park Authority for South Hams District Council, has indicated he will attend this meeting.

A G E N D A

1. Apologies for absence.

2. To consider, amend as agreed by the Council and approve the minutes of the meetings of 8 August, 5 September and 3 October 2007.

3. Declarations of Interest: Members are invited to declare any personal or prejudicial interest relating to any agenda item at this stage in the meeting, but may do so also at any time during the meeting, if they become aware they may have such an interest in a subject being discussed.

4. Planning matters including any applications received in time for the meeting: 0801/07 New timber-clad field shelter for hay storage To discuss, and make any resolutions resulting from this discussion, the development of the site at Hazelwood.

5. To discuss a request from the Chairman that he should claim an allowance of £200-300 for this financial year to cover extra-ordinary expenses .

6. To hear the Clerk’s financial report & to approve the following payments:
a) Moorland Team Ministry 2nd half annual grant £200.00
b) Public Works Loan Board 2nd half annual loan repayment £574.43
c) Project Cosmic for hosting website (no invoice as yet) £125.00 + VAT
To arrange for a new bank mandate to be signed and returned to Lloyds TSB Ashburton with the necessary documents.

8. Clerk’s or Councillors’ reports on matters authorised by the Council at previous meetings not otherwise on this Agenda: Hedgelaying: Sue Halse of DNPA has booked in a training day for January 2009. S Hams Affordable Housing Seminar 2 November (Cllrs Arrowsmith & Simpson).

9. To hear a report from the Affordable Housing Working Party and to approve any resolutions arising from this, including requests that the Council invite a representative from Falcon Housing (of the Hemyock development) to the January meeting and that it send a letter to Liam Reading of SHDC to find out if his Council has chosen its preferred Housing Associations. The Council is also asked to approved the enclosed draft press release written on behalf of the Working Party.

10. To discuss the response from Devon County Council on the possible creation of restricted byways in the Parish deferrred from October meeting in order to have correspondence available from Circulation File - please bring this to the meeting or arrange for it to be brought if the current holder cannot attend meeting.

11. To discuss a proposal that the Council should write to South West Highways to ask for confirmation that the highways lengthsman has been instructed to visit and work in the Parish on a regular basis.

12. To arrange a date for a meeting of the Finance Committee to discuss the precept for 2008/9 and to brief the committee on the Council's needs for the next year.

13. Correspondence not otherwise listed on this Agenda for information or inclusion in the Agenda of the next meeting: Repairs to New Bridge; S Hams Leader offering to attend Council meeting re budge 2008/9; S Hams re safety inspection of playground; DNPA Forum 23 November.
