Minutes of the Parish Council Meeting held on Wednesday 6 September 2006 in
Holne Village Hall Present: Cllrs Paul Arrowsmith, Richard Copus, Cynthia

Public Forum : Mr French had no report as has
not been to DNPA meeting, here as parishioner. He queried the wording of item 8.
Cllr Arrowsmith, having put this on the Agenda, responded that
he would speak on the wording when the item was discussed.
0609.01 Apologies for absence were accepted from Cllr Maddicks
and District Cllr Ramsay. Cllr Maddicks had wished the meeting to take place a week
later. Cllr Roberts moved that this meeting should close after Item 5 and that a
special meeting be held on 13 September where items 6 to 16 would be discussed.
Agreed.
0609.02 Minutes of the meeting of 5 July were approved and signed.
Those for 16 August would be available for signature on 13 September.
0609.03 Declarations of Interest: none
0609.04 Dartmoor Management Plan Workshops Councillors went through
the issue lists and noted those they did not approve for the benefit of their representatives
at the workshops on 11 and 12 September. It was confirmed that Cllr Roberts would
represent the Council not the Open Spaces Society when she attended the Workshop
on Socio-Economic Issues.
0609.05 Planning matters 0587/06 Water Treatment works at Venford
Reservoir: Gill Simpson reported – Drinking water inspectorate are requiring SWWater
to improve water taste and colour – caused by lack of oxygen . Discussion = point
on early minutes when dam was built. Cllr Simpson proposed that the Council recommend
approval . Cllr Arrowsmith raised the subject of the noise the equipment would make,
saying he felt the proposed building did not have sufficient sound insulation. Cllr
Copus proposed an amendment that the Planning Authority should give special consideration
to the efficiency of any sound insulation planned. Agreed The Council noted from
a letter from SWWater that the Hexworthy to Holne road will be closed at night time
whilst work is in progress. There was concern that commercial enterprises in the
village might be affected by this. Agreed to write to SWWater to ask them to put
signs that show that Holne is open, suggested wording being “no access to Hexworthy,
access to Holne unaffected” Apparent breach of planning regulations at Wooton (summer
house erected without permission) and to resolve to inform the Planning Authority:
Cllr Owen reported that she had had a report from a parishioner – agreed to discuss
the problem at the meeting next week. Planning Reports:
0392/06 Alterations and extensions at Tumbly approved; 0352/06 First Floor extension
over existing kitchen at Pixie Cottage, Michelcombe approved.
There being no further business as a result of Minute no 0609.01, the meeting
ended at 9.10 pm. The next meeting of the Parish Council will be in Holne Tea Rooms
at 8:00 pm on Wednesday 13 September.
