Minutes of the Parish Council Meeting held on Wednesday 13 September 2006 in

Public Forum : Mr Gray queried the wording of the item on Council
policy with regard to enforcement action and agricultural dwellings and urged the
Council to resolve to judge all applications under this heading on their own merits.

0609b:02 Declarations of Interest Cllr Simpson in Item 10 on Woodland
Grant Application at Langaford, Cllr Irish in item 5 on enforcement and planning
for agricultural dwellings
0609b:03 Clerk’s financial report This item was taken later on
the Clerk's arrival from a previously arranged meeting in East Devon. The following
payment was approved: Holne Village Store for hire of premises £15.00 0609b:04
Planning Committee Mandate (The Clerk arrived during discussion of
this item). After discusssion it was proposed that a chairman be formally elected
each year for the Planning Committee. Agreed. Also agreed that if the Chair of Planning
were absent or declared an interest, the role goes to the chair of council. The
Council's Standing Orders are therefore altered to take account of this resolution.
0609b:05 Agricultural dwellings and enforcement action Cllr Roberts
introduced the discussion, begun during the Public Forum. Agreed as a result of
this that the Council should take a view on such matters, judging each case on its
merits, that is of most benefit to the parish.
0609b:06 Solar Panels Cllr Arrowsmith introduced this item so that
the Council could formulate a policy on a subject which is becoming of great importance
in an era of environmental change. Cllr Roberts proposed that the Council should
support all solar panel applications. Agreed
0609b:07 Offer from the Holne Fete Committee to fund improvements
to Play Park Cllr Maddicks reported that the Committee wished as a result of such
improvements to make the field flatter, easier to walk on, for sports and similar
activities. It was hoped that it might be possible to use the field for everything
at the Fete including the evening event. After discussion when Cllr Roberts proposed
that electricity and water be provided as part of the improvements, Cllr Arrowsmith
offered his voluntary help in rolling the field with tractor and roller, Cllr Roberts
reminded the meeting that the hedges would need laying before too long, and the
Council should precept for this, Cllr Simpson proposed that Council approve the
Fete Committee’s project and that an approach be made to the landowner. Agreed
0609b:08 Report from the Affordable Housing Advisory Committee
Cllr Simpson told the meeting there was no report as the Committee had not met.
Cllr Arrowsmith proposed that an approach be made to Buckfastleigh West Parish Council
for assistance in funding. The Clerk confirmed that at present the Committee is
funded by Parish Council with a need for invoices to be presented in time to be
on the agenda. Agreed that Committee would at their next meeting discuss expenses
incurred so far and present invoices to the Council. This would provide a guide
line for future precepting and for a request for funding from Buckfastleigh West.
0609b:09 Rubbish collection in the Parish. Cllr Owen spoke about
this and said problems occur when double lorries come round to pick up recycling
and plastic bags. Agreed that wait until new delivery dates came in a the end of
September, and to raise the subject at the next meeting. 0609b:10 Woodland grant
scheme Application at Langaford Cllr Simpson, having declared a personal and prejudicial
interest, left the meeting for the duration of this item. The meeting closed for
Ross Gray to speak: he regards the proposal as a balanced and sensible improvement.
0609b:11 Planning Application 0657/06 Single storey timber shed to be used as studio
space at Wootom for Ms F Browne: Although this was not listed for discussion, it
was agreed to consider the application as it had been stated in Minute 0609.05 that
apparently unauthorised building at Wootton would be discussed at this meeting.
Cllr Owen proposed that the Council should recommend approval but suggest that the
building be moved forward so that screening can be achieved. Agreed
0609b:12 Correspondence Letter from Mr Haigh of Tumbly on confrontation
over a bonfire was read out by Chairman. The Clerk was instructed to write, saying
that the Chairman had no knowledge of affair, and on behalf of council would like
to apologise to Mr Haigh for any distress to him and to state that the Chairman’s
duties are to conduct meetings. Dartmoor Access Forum Meeting The Clerk reported
that a complaint had been made at the meeting as to the overgrowth of gorse and
bracken on Holne Moor. The Forum had agreed to discuss the access implications of
ESA agreeements on the Common at a future meeting. Copy of comment on DNPA LDF Statement
of community Involvement by Cllr Roberts discussion to be on the next Agenda Planning
in your Parish Workshop - Holne VH Tuesday 7 November, 5 councillors to attend –
next agenda Request for nominations for Edward Morshead Award The Council agreed
to nominate Mrs Elizabeth Newbolt Young for her work for the Dartmoor Pony Newtake
Scheme which had benefited ponies on Holne Moor. DAPC AGM 30 September would be
attended by Cllr Roberts DNPA Local Development Framework Consultation – for response
27 October – two copies to circulate - for the next Agenda Planning in Your Parish
19 September in Holne Village Hall Jo Rumble re Holne leat Cllr Arrowsmith to talk
to pub and will meet J Rumble on 18 September Meeting of Affordable Housing Committee
members with Mr C France would be on 19 October in the afternoon if possible.
0609b:13 Items for the Next Agenda would include the Web Site (NB
the Clerk has signed up for a "Dreamweaver" course which will empower her to update
the site and she will ask the Council to part fund this (total cost £80)) ; Circulation
File; Hedges in the Parish.
There being no further business the meeting closed at 9.55 pm. The next regular
meeting of the Parish Council is on Wednesday 4 October. The Agenda will be published
by Monday 25 September, the Clerk being on holiday from that date until Tuesday
3 October.
