DAPC have advised her that we may have wrong sort of committee to take advantage of those people involved . Sally Foster had advised that this could be  working party and work independently of the Parish Council. Mike Bonney reported that this feeling had been aired at the meeting he had attended last week. A Dinning and R Copus agreed. Members asked that this be on next agenda of Parish Council.<br /> No members of the public were present, so there was no other public forum <strong> Present</strong>: Mike Bonney, Gill Simpson, Andrew Dinning, Paul Arrowsmith, Richard Copus, Gill Gray <br /> <strong>HAC0611.01</strong> Apologies all present <br /> <strong> <br /> HAC0611.02</strong> To approve minutes of the meeting on October 12th 2006: approved <br /> <strong> <br /> HAC0611.03</strong> Correspondence: none apart from letters relating to matters already on the Agenda. <br /> <strong> <br /> HAC0611.04</strong> Holne Parish Council Approval of request to write to South Hams Housing Officer: Mike Bonney asked that Rachel Bland (planning officer for affordable housing, S Hams) be present too. Agreed. <strong> <br /> <br /> HAC0611.05</strong> New housing survey: Gill Gray s report was followed by discussion minuted as HAC0611.07. Holne Parish Council had approved carrying out a new housing survey for Holne parish. <br /> <strong> <br /> HAC0611.06 </strong>Resolution to have a public forum at meetings of this committee- no longer relevant if the Council approves a working group rather than formal committee. <br /> <strong> <br /> HAC0611.07</strong> Report from Gill Gray on contact with Rural Housing Enabler re an updated housing survey for Holne and Scoriton. Agreed to recommend that Holne Parish Council accept the offer of Sue Hitchcock to run a drop-in session in Holne Village Hall to update its housing survey. As far as Scorriton is concerned she believes that there should be a full survey. Had suggested that it should take place in the New Year. As a result of Holne PC's approval in principle of a new housing survey the Clerk could now contact her on behalf of Holne. Andy Dinning said he would initiate formal procedures for Buckfastleigh West to undertake a housing survey. <strong> <br /> <br /> HAC0611.08 </strong>Meeting with Chris France DNPA: Gill Simpson reported on a very positive meeting, Chris France also had wanted a new housing survey. 3rd Category for LDF Core Document  it would be necessary to prove a need for social housing as opposed to a want. Mike Bonney cited the example of those on shorthold tenancies who do not have security of tenure. Gill Gray read passages of the LDF which show a change in emphasis in the nature of local needs. Holiday use examples were made and although many of these could not be described as affordable housing, it still meant there was less housing for permanent use. A Dinning would contact Phil Markham at DNPA re funding for a housing survey for Scoriton. Gill Simpson also reported on the conference attended with message coming through that there is this 3rd category of sustainable community with Holne a shining example. She had made useful contacts involved in designing sustainable affordable housing. There being no members of the public present there was no need to exclude them, but discussion of confidential matters has been separately recorded and circulated to committee members only. <br /> <br /> <strong>HAC0611.09</strong> Reponse to letter sent to those on the housing register: Paul Arrowsmith reported that 2005/6 housing register had had 200% more families on it than present. Now 4 families made up of 12 people. It was possible that further letters would be received. Many of existing were key workers. Andy Dinning reported that Buckfastleigh West was aware of several young families needing accommodation. Gill Simpson urged that parish to galvanise people into making their needs known. Mike Bonney thought that the lack of response from those with housing needs was because people feel there is no point because it will never happen. Paul Arrowsmith said that we should be positive as a great deal has been achieved since this Committee was formed. Andrew Dinning reported on the case of the attempt to build cheaper housing in Widecombe. Richard Copus reminded the meeting that this committee is just talking about rented accommodation.  Right to buy could not be condemmed outright as it had given opportunities to many, but this Committee had agreed it wished only to provide rented accommodation. <br /> <br /> <strong>HAC0611.10</strong> Letters received from potential landowners: 11 returns, 3 yes, others negative or undecided.. Agreed to follow up affirmatives and maybes to identify the right land when an advisory group rather than committee. A note of the detail of this discussion is attached for committee members only. <br /> <br /> <strong>HAC0611.11</strong> Publicity update in Parish Link, HPC website and Holybrook exchange A Dinning proposed that a press release re what achieved and new organisation but this should wait until the Parish Council meeting ratifies the working group. <br /> <br /> <strong>HAC0611.12</strong> Affordable housing sites to visit and meeting with Bridford Affordable Housing Committee nothing yet arranged. Gill Gray - Whiddon Down  Sanctuary Housing  who would come and talk  buy land to develop for affordable housing. Need to involve housing corporation. Bidding round for funding closes in November 2007 for the next two years. Paul Arrowsmith proposed that the group should have this as an agenda item for meeting with Mr Reading &amp; Ms Bland - agreed Andy Dinning proposed that he should contact a housing association to hammer out the needs  Sanctuary Housing or Housing Matters - even if they were concerned with producing houses for sale, their experience would be useful to the group. Agreed to issue invitation for the next meeting. M Bonney commented that the land being mentioned at the moment would be  exceptional sites so no possibility of selling houses. Andy Dinning feels that DC will be agreeable as we will have a site and the new criteria will apply. <br /> <br /> <strong>HAC0611.13</strong> Community Land Trust Meeting Mike Bonney made a report on his attendance at this. He had been impressed with Rachel Bland who had come from Lake District National Park. Community land Trusts  Mike Bonney feels that these would not be suitable for Holne all houses would be for sale. Would need team of dedicated people to be trustees prepared to take on the work. Being local would be the priority rather than need  up to trustees who would be beneficiary. Could be a charity, has to be a legal framework to keep the land in perpetuity. Houses sold on basis of increase of average income over time. Rachel Bland felt in Holne situation exceptional sites the only way forward. <br /> <br /> <strong>HAC0611.14</strong> Date of Next Meeting Thursday 14 December if majority able, at a venue to be decided, as long as can get Sanctuary Housing representative to attend.&nbsp;<strong> <br /> </strong> </div> </body> <!-- InstanceEnd --></html>
