Minutes of the Parish Council Meeting held on Monday 17 December 2007 in the Holne Village Hall

Members of the Public: Michael French, Mr J Mathys, Mike Maddicks, Mike Baker and another member of the community.
Public Forum : Mr M Maddicks was concerned that the west elevation window had increased in size from that made on the previous plans. It was a concession made by the Park on the original plans that this window would be in the form of a slit due to privacy from being overlooked through this window. Mr M French was concerned that the Park were being misled by this application in that the size of the footprint was being extended. He was also concerned at the materials being used for the carport re the area of metal roof. Mr M Baker stated that he wished for no further applications/amendments be made in the construction of this new dwelling.
17.12.01 Apology for Absence was accepted from Cllr Irish
17.12.02 Planning Matters Planning Application: 0943/07 Construction of new dwelling and carport (revision of planning consent ref 0475/07) at site adjoining Hazelwood, for Moorhaven Ltd : Cllr Roberts declared a personal interest and left the meeting. Cllr Owen said that there were 4 changes : 4 changes related to (a) windows - slit, addition1 to 2 on north elevation, ie overlooking neighbour and potential loss privacy, 0-4 on south elevation (b) change of second floor layout-from single bed +bath to 2 bed/ensuite+bath, (c) change of ground floor layout - move stairs to accommodate further bath thereby making a modest 1-2 bed property into 3 bed/2ensuite property - which is not modest, and (d) roof of car port-metal=noise, enclosing of open space, potential parking issues as the turning area now too small and encouragement to reverse on and off the road. Overall comment is to recommend REFUSAL on grounds over development of site; original granted for MODEST single bedroom development and impact of noise from roof and loss privacy due to windows. At the very least request NOT to be assessed by delegated powers but by full committee and to consider site visit to assess impact of this already controversial development. Also to note that the internal changes not essentially planning issue but the changes proposed mirror those of the 1st application which was refused.
