Minutes of the Parish Council Meeting held on Wednesday 3 January 2007 in Holne

Public Forum: Mr Evans gave the proposal to increase heating of
the Village Hall for Council meetings his total support and asked questions, answered
by Cllr Simpson, on the functioning of the Affordable Housing Working Group.
0701.01 Apologies for absence were accepted from District Cllr
Ramsay, who had sent a printed report, the contents of which were noted and from
Cllr Ru Roberts.
0701.02 Minutes of the meeting of Wednesday 6 December: approved
once item 0612.08 was altered to read original proposal” instead of “amended proposal”.
0701.03 Declarations of Interest: Cllr Owen declared a personal
interest in the Play Park item
0701.04 Planning matters: 0932/06 Extension of existing leat for
the installation of new hydro-electric plant at Holne Park, Ashburton: Cllrs Owen
& Simpson reported and cited the current DNPA Local Plan in support of the application..
Agreed unanimously after discussion
that the Council recommend approval of the application on the grounds that it is covered by sections UT7 and GP2 of the Local Plan Receipt
of Minor amended plans for work at Venford Reservoir was noted. The following planning decisions were reported:
permission for 0833/06 concrete hardstanding
and alterations to fence at The Brookings, & 0693/06 certificate of lawfulness at the Old Farmhouse,
Fore Stoke.
0701.05 The following payments were approved

0701.06 Hedge in Play Park: Cllr Owen had declared a personal interest
as her husband usually undertakes the hedge swaling. A committee of Cllrs Arrowsmith,
Copus and Maddics was appointed to have a site meeting to look at the need for trimming
and other work. They would meet on 7 January, and the Council delegated to them
decisions on the work to be done.
0701.07 DNPA Local Development Framework Documents Councillors
had responded personally and agreed not to comment as a Council
0701.08 DNPA proposal to survey listed buildings
in Holne Parish:
It was noted that an external survey only was planned. Council agreed that it would
like to see results for this Parish and agreed to comment positively in support
of the project.
0701.09 Heating of Hall for Council Meetings After discussion by
the Councillors, the Chairman proposed that the Council should ask for heating to
be put on half an hour earlier (1 hour before meeting), and
if necessary override
the timer should a meeting last longer than two hours.
0701.10 South Hams Public Space Strategy Consultation: Cllr Simpson
proposed that the Council should point out that there was no mention of special-needs-users
in the summary document. Agree comment thus on basis that the main document should
specify such users.
0701.11 DNPA Management Plan Workshop: Cllr Arrowsmith
made a report
and expressed gratitude to DNPA for the success of the evening event.
0701.12 Affordable Housing Working Group : Cllr Simpson reported
on the Group's 14 December meeting – they had had a presentation from Sanctuary Housing. Terms of reference for the Group had been discussed, but as there were
only three members present, Cllr Simpson suggested that working party should meet
to consider terms of reference. They will have a meeting with Liam Reading in Scoriton
Village Hall planned on 29 January, Sue Hitchcock has come back with suggested dates
for drop-in session on housing survey for Holne. Cllr Arrowsmith suggested that
Holybrook exchange should not be used for communication on this subject. Agreed.
Chairman closed meeting for Mr Evans to ask if the meeting on 29 January would be
open? No. Would there be Minutes of meetings? No, but reports will be published
through Council Minutes. The Clerk confirmed
that the Working Group had had its
criteria established at the previous Council meeting that its meetings should be open to public attendance and that they should take place in a public place. Its
brief was still as specified in Minute 0506.08 "…to examine all aspects of researching
the provision, and funding the provision, of units of affordable social housing in the parish…."
0701.13 Correspondence was noted as follows, and if appropriate
placed in the Circulation File: Devon County Council road closures Holne to Hexworthy
road via Venford 22 January and 5 March for 5 days each time -mobile crane on carriageway;
DAPC re 2007 elections; DNPA re Edward Morshead Award; DCC on Community Emergency
Planning: on next agenda; S Hams on managing Travellers' Need; DCC on new arrangements
for highway management.
There being no futher business the meeting closed at 9.23 pm. The next regular
meeting of the Parish Council will be held on Wednesday 7 February at 8 pm.
