Minutes of the Parish Council Meeting held on Wednesday 4 April 2006
in Holne Village Hall
Present: Cllrs Paul Arrowsmith, Richard Copus, Cynthia Irish, Belinda Owen,
Ru Roberts, Gill Simpson
Clerk: Joanna Radford Members of the Public: Mr M Retallick, parish
elected member of Teignbridge section for DNPA, Mr K Evans, District Cllr C Ramsay
Public Forum: Mr Retallick introduced himself, and will be standing
for election again, as parish representatives have been reduced by one, S Hams and
Teignbridge to have joint candidates.
Cllr Ramsay apologies for no report sent. She spoke about environmentally friendly
initiatives being undertaken by South Hams DC, including persuading families to
use disposable nappies and the fact that re-usable ones cost £500 less per family.
She was thanked for her work on behalf of Holne and for her attendance at council
meetings, as she had stated she was not standing for re-election to the District
Council.
0704.01 Apologies for absence: were accepted from Cllr Maddicks
0704.02 Minutes of the meeting of 7 March 2007 approved with addition
of “not” in minute 0703.03 so that they read "could not support both resolutions"
instead of as written.
0704.03 Declarations of Interest: none
0704.04 Planning matters Two planning decisions were reported:
Permission for 0392/06 extension of existing leat for the installation of new hydro-electric
plant, Holne Park with conditions which include the removal of the plant to be removed
when no long required and 0066/07 installation of new gate access adjacent to Langaford
Cottage, Buckfastleigh.
Cllr Roberts introduced her report on the planning masterclass she had attended.
She had no resolution to put, just wished the report to be discussed in council.
She told the meeting that other districts were making use of older properties as
affordable social housing: the use of dwellings as holiday lets and with agricultural
ties are being monitored in some areas in Devon and if there is a possible breach
of these conditions it is negotiated with the owner, for example, to put a similar
condition on other dwellings owned by the same person..e.g. a farmhouse, with
a section 106 agreement to ensure that those buildings be used as ancillary to the
main dwelling or that if sold away the dwelling be sold only as affordable/ social
in the definition of those terms agreed in the authority’s Local Plan. She invited
comments and questions. Cllr Arrowsmith commented that many holiday lets still remain good business as such for the main house. Cllr Roberts explained that the intention
would only apply if the owner wanted to sell/change use. Cllr Arrowsmith felt that
agricultural ties and holiday lets had to be considered totally separately, and
former should be tied closely to acreage and suitable stocking levels. Agreed that
agricultural ties seem to have been negated in the recent past. Cllr Copus disagreed
as ties devalue property, though councils do not always take enforcement notice.
Meeting closed for Cllr Ramsay to ask if owners could let/sell as social housing
if had a holiday let condition. Cllr Copus responded that depends on planning permission
obtained for change of use. Agreed not to make a resolution but to keep the idea
in mind for the future.
0704.06 Accounts for the Month The following payments were approved:
a) Devon Association of Parish Councils sub and LGR sub £53.50
b) Devon Playing Fields Association sub £15.00
c) Moorland Team Ministry for Parish Link (£60 last year) £60.00
d) Public Works Loan Board loan repayment (due 30 April) £574.43
e) Holne Village Hall Management Committee £35.00

0704.07 Annual Parish Meeting on Wednesday 25 April Clerk distributed
agendas for delivery to parishioners. Clerk will get coffee and biscuits and send
invitations to non-resident representatives of organisations that work in the parish.
0704.08 Carbon footprint reduction Cllr Copus proposed that the
Council request again that the summer bus should come into village. Agreed. Cllr
Arrowsmith reported on SEARCH meeting in Scoriton, and suggested that Holne could
do something like this and distribute/sell light bulbs – possible using section
137 – at fete or similar. Cllr Simpson suggested Council ask someone to come and
make a presentation on options. Chairman closed meeting for Cllr Retallick to suggest
inviting Climate Change Officer of DCC – Ian Bateman. Cllr Roberts proposed that
work of SEARCH be encouraged, use whatever powers possible, in particular on planning
issues, to encourage solar panels, wind/hydro power. Also encourage local people to use Sustainability Fund. Also write to DAPC to
ask them what power Parish Councils
can use in this matter. Cllr Arrowsmith proposed council should have small working
party. Agreed to wait
until earlier suggestions carried out. Cllr Ramsay left the
meeting.
0704.09 Calor Village of the Year Entry Questionnaire (closing
date for entries
1 June 2007) Cllr Roberts offered to complete the form and did
so during the meeting, handing it to the Clerk for despatch.
0704.10 Affordable Housing Group Cllr Simpson reported that successful
meeting held the
previous night with Chris France, Rachel Bland, Liam Reading and
Sue Hitchcock, the first time all had met with the Group at the same time. Sue Colwill had been persuaded to represent Buckfastleigh West. It had been a good meeting.
The Housing Survey will be combined with Buckfastleigh West and will be held in
the autumn, in particular so that results are not out of date when at the point
when progressing the scheme.
0704.11 Planning Masterclass Cllr Roberts and Clerk reported, the
notes distributed to participants being placed in the circulation file.
0704.12 Correspondence Request from Silvanus on behalf of Western
Power to cut trees back in Play Park: Cllr Arrowsmith offered to walk round site
with their representative to try to ensure the right things were cut. South Hams
DC on Parish Cluster Meetings:agreed that write and say would attend if meetings
held in Totnes. It was felt that Holne should be lobbying to have boundary change
to be in Teignbridge not South Hams. South Hams DC Pilot Study on affordable housing
provision (Clerk had returned application to take part to meet 26 March deadline):
Cllr Arrowsmith proposed that the Council should keep avenues open to allow further
exploration of the invitation to take part in the pilot study. After further discussion
it was agreed to approve the proposal.
Nomination forms for Parish Reps on DNPA
would be completed after the election
0704.13 Matters delegated to Clerk for action Reporting of Leat
outside Tithe Barn needs attention and missing post in the middle- and potholes
in Michelcombe Lane near the bridge.
There being no further business the meeting closed at 9.30 pm. The Annual Parish
Meeting will be held at 8 pm on Wednesday 25 April and the next regular meeting
of the Council will be its Annual Meeting to be held on Wednesday 9 May at 8 pm.
