Minutes of the Parish Council Meeting held on Wednesday 6 June 2007 in Holne Village
Hall
Present: Cllrs Paul Arrowsmith (Chairman), Richard Copus, Cynthia Irish, Belinda Owen,
Ru Roberts, Liz Ross

Members of the Public: Mr & Mrs Mudge, Mrs J Parsons, Mr K
Evans, Mr R Gray, Mr & Mrs Powell and 2 other members of the Public
Public Forum : Mr K Evans asked the Council to
put on its next agenda a request for the Fete Committee for permission to use Play
Park for the Fete and for support in an application to close the road 6 pm to 12
midnight on that day. Mr Mudge asked what the Council was doing
to request that roads in the parish are properly maintained. Cllr Copus
Gallant Bower surface dressing needed Need also to ask for tarmac to be horse-friendly.
Cllr Owen reminded the meeting about letter in the circulation
file setting out the Highways Departments priorities and plan of work. Need for
highways item on next agenda.
Councillors Copus, Owen and Ross signed declarations of acceptance of office. The
Chairman welcomed new councillors to the meeting.
0706.01 Apologies for absence.: Apologies were accepted from Cllr
Simpson and District Cllr Colin Jones.
0706.02 Minutes of the meeting of 9 May 2007.Cllr Roberts wished
to amend 0705.07, agreed to wait until Cllr Simpson present as councillors present
could not recall if the word "refused" had been used by her in her report to the
Council. Cllr Owen had sent apologies which had not been recorded. Agreed to delay
approval until Cllr Simpson could be present.
0706.03 Committees to serve the Council for the following year
Cllr Roberts proposed that Cllr Owen be asked if she would be Vice-Chairman, Unanimously
agreed.
The following committees were approved:
Finance Cllrs Arrowsmith, Irish and Owen
Planning Cllrs Simpson, Irish, and Owen & Ross,
DNPA Communities Forum To be decided on each occasion this meets: Cllr Ross agreed
to attend the next meeting at 2.00 pm on Friday 22 June. .
Village Hall Management Committee Cllrs Simpson & Owen
The Clerk requested that they ask again for a key to the Village hall for her use
on meeting nights and to place notices/brochures in the Hall.
Affordable Housing Working Party Cllrs Simpson, Arrowsmith Owen and Ross. Cllr Copus
was resigning but told meeting that he was working on the subject for NEAA.
Councillors noted that the Council's Standing Orders state that both Chairman and
Vice Chairman are members of every Council committee.
0706.04 Declarations of Interest:: none 0706.05
Planning matters 0355/07 Replacement of existing animal shelter
at Higher Michelcombe for Mrs J Parsons: Cllr Irish made a report . Cllrs spoke
in approval though Chairman commented that no tradition of cob buildings in this
area. Cllr Irish proposed that the Council recommend approval, all agreed to give
the project the Council's strong support (LP Policy GP1 & GP2)
0372/07 Alterations and extension to the dwelling and formation of alternative access
at Brackenwood Holne for Mr & Mrs D Sheridan: Cllrs Irish & Owen made a
report. Subsequent discussion showed that councillors had no objection to the extension
to the property and that it was felt
that alterations to windows would be an improvement,
and that it is agreed that slate (as proposed) should be used, not tile as existing,
but that there was concern as to the proposal for a new entrance and driveway both
for traffic reasons and because a pond would be lost. In addition the view was put
that the proposed new entrance would constitute visual intrusion into the rural
landscape, together with the fact that the existing access is
well hidden. Cllr
Roberts reminded the meeting that where extensions are allowed, the Council had
resolved that it wishes a Section 106 to be included that no part of a house should
be sold away from the main house. Cllrs Owen and Irish proposed that the Council
recommend that the extension be approved, with the comment that this Council has
resolved to recommend that in such cases a section 106 agreement that no part of
the house be sold away as a separate dwelling, but recommends refusal of the proposed
driveway as being unnecessary and potentially a traffic hazard. Agreed.
0394/07 Conservatory at Sylvana for Mr & Mrs R Applegarth: Cllr Roberts proposed
that the site plan misleads the Council as the extension is already built but does
not show on the site plan. Cllr Owen agreed that the site plan inaccuracy is important
as the impact on the available space is not shown on the block plan. Agreed that
plans should be returned for correction before the Council could comment.
0376/07 Listed building application for Internal alterations at the Annexe, Holne
Court, for Mr & Mrs Powell: approval recommended
Agreed to authorise the Chairman, at the request of a number of parishioners, to
attend the meeting of DNPA Development Control Committee to voice the objections
to 0347/07. New entrance, parking and garage
at Hazelwood
0706.06 Accounts for the Month The internal auditor had completed
the audit and stated on the annual return that he recommends that the Council when
precepting for 2008/9 make provision again to increase its reserves.
The following payment was approved:
a) Holne Church Charity rent for Play Park £20.00
0706.07 Affordable Housing Working Group no meeting held since
the last report.
0706.08 Ballot paper for parish members of the DNPA was completed
with the Council agreeing to vote for Mr M Retallick and Mr M Norman
0706.09 New Code of Local Government Conduct: agreed to postpone
until the Code is in front of the Council as it was not available at this meeting.
0706.10 Consultation on Exeter City Council's bid for unitary status:
After discussion agreed to comment that Exeter should not achieve unitary status
because of its small size and the threat to resources of DCC 0706.11 Consultation
on the Statement of Community Involvement on Devon County Minerals and Waste
Development Framework – agreed to make no comment
0706.12 Proposal by Cllr Roberts that the Council should request of the County
Council that three parish roads used as public paths which have no status on the
Definitive Map should be granted public right of way status as restricted byways:
a) Greendown Road, b)Shuttaford track
c) Langaford Steep: a & c show as Unclassified
County Road (Natural Environment and Rural Communities Act says that such roads
can become restricted byways on which motorised traffic is not allowed) After discussion
agreed to approach DCC for with a copy to DNPA asking for these 3 routes to become
restricted byways.
0706.13 Proposal by Cllr Irish that the Council should take action on the problem
of speeding on roads in the Parish: Cllr Irish spoke to her proposal
siting examples of people going far too fast on narrow roads with agreement from
others, but no solutions are possible that would not be disliked – speed bumps,
speed limits= street lights. Need to remind parishioners that need to consider other
road users and it was suggested this might be done in the Parish Link report. Cllr
Roberts suggested that Council should put up illegal signs saying “SLOW - careful
etc” but after discussion it was agreed to request from the Highway authority a
new village sign to include “Please drive carefully through the village”
0706.14 Appointment of a new Clerk from December 2007, and appointment
of a manager for the website: Clerk produced a short job specification. Chairman
said that he had approached possible candidates and it was agreed that the Council
will need to advertise so that interviews are in September October – agreed to word
advertisement at next meeting. Manager for website: Clerk will carry on after her
retirement
0706.15 Play Park Hedges: The Clerk reported that owners of hedges
were Sue Eberle and John Iles/Steph Crutchley. She had contacted Sue Halse at DNPA
on possible help with laying the hedges, but had no response yet. She would continue
to work on the possibility of achieving funding for a training project that involved
local people learning how to lay hedges with an expert. Rural Skills Trust also
had not responded to her e-mail. 0706.16 Gates across Whisper field need attention
as stiff – e-mail Jon Stones;
0706.17 Lengthsman to clear road at Church Park of debris from
recent rains as leat overflowed – chase lengthsman and owners of Waterpark where
the leat had caused some of the problem.
0706.18 Scoriton Playground – Cllr Roberts proposed that Council
should write to Scoriton PC offering sympathy in view of the recent fire destroying
the play equipment in its parish and suggest Holne plaground used. Agreed 0706.19
Planning in your Parish Meeting: Cllrs Ross, Owen, Owen & Copus would attend
this 0706.20 NPA Public toilets grant: document would be passed to Holne shop to
see if they qualified/were interested in applying.
0706.21 Correspondence was noted as follows
S Hams Draft Licensing
Policy for 2008/2011; Letter from Michael French on the anniversary of the opening
of Venford Reservoir: Councillors agreed to discuss together how to mark this.
0706.22 Next Agenda Dartmoor Protocol to be on next Agenda Seat
on way up the at Vicarage Cross is in need of attention
There being no other business the meeting closed at 10 pm
