He was concerned about implications for future planning on the site. Mr Maker worried about withdrawn application, and fact that applicant was trying to buy land nearby. Also concern about applicant s reputation within DNPA Mr Walker endorsed what already said, personally affected, concerned about increased roof height affecting light in his kitchen. Understands that proposal to dig down  impact on his retaining bank &amp; hedge, also worry about wall showing higher than existing hedge. Original planning was for alteration of outbuilding to same footprint and height. Proposal very invasive on such a small space and should not be permitted. Mr McMurray objected to the proposed development at Hazelwood on the same basis as Walkers, impact of size to them and double window overlooking them. No objection to something of the same roof height. Ms M Fairman spoke also against application  much larger than needed <br /> C Jones spoke first on applications: village has his total support and he would do what he could to talk to the South Hams representative on DNPA. <br /> Mr Maddicks summed up and thanked Council and Chairman for their support and work <br /> District Cllr Jones then made report on S Hams, but had missed recent meeting at S Hams. LDF was discussed, not applicable to this Council. Issue of brown (composting) bins discussed. Lib dem proposal to have weekly collection in summer, did not go through, but agreed to review system. Stoke Gabriel have invited leader of Council to speak to their PC  would Holne want to do this. Neighbourhood policing  from new commander of S &amp; W community policing. Opportunity to invite local police to discuss this. B Owen would be interested to hear how recycling collections are going. A discussion of waste collection system in the Parish followed: J Walker asked if the bags are really being recycled, or is it going to landfill? Mrs Walker asked about white lines at Holne turn, white lines gone on Ashburton slip road. Very dangerous. This was something the Clerk could report direct to the Highways Authority. <br /> <strong>0707.01 Apologies for absence</strong>: R Copus, G Simpson . County Cllr Pennington's absence was noted. An e-mail apology had been received from the police representative who would try to attend on a future occasion. <br /> <strong>0707.02 Minutes of the meeting </strong>of Wednesday 6 June 2007 were approved. <br /> <strong>0707.03 Declarations of Interest:</strong> Cllr Irish in item 4 (1 Michelcombe Cottages), Cllr Roberts in Item 7 (Housing Advisory Group report), B Owen in Item 4 (Hazelwood), all completed the Register itemising their interests. <br /> <strong>0707.04 Planning matters</strong>: <br /> 0423/07 Removal of existing bathroom and stud and plasterboard partition and replacement with new partition to provide more generous bathroom -listed building consent - at 1 Michelcombe Cottage for Mrs C Irish. Cllr Irish left the meeting. Cllr Owen made her report and proposed that Council recommend approval. Cllr Ross questioned replacement of hedge with post and rail fencing. If the Council was to have a view on this, it should be agenda-ed. Agreed. (Cllr Irish has since confirmed that the new fence does have permission) <br /> 0475/07 Demolition of existing outbuilding and construction of new dwelling at Hazelwood for Mr J Mathys: Cllr Owen declared a personal interest and remained in the meeting. The Chairman made a report, he had visited site with Cllr Ross. He asked Councillors for their views: Cllr Roberts felt that the proposed development is too close to next door and preventing light, and that it is not in public interest to have another large house in the village. Cllr Ross endorsed what others had said in public forum: overdevelopment of site, inappropriate in respect of all surrounding dwellings. Cllr Irish agreed that the proposed building is too close to Court Close. The Chairman proposed that the Council should recommend refusal of the application as urbanising/overdeveloping the site, not in keeping with neighbouring properties, concerns about soil removal near boundary. The site would be far better for a smaller single dwelling which would be far better for the village. <br /> 0394/07 Sylvana - new site plan had been received and Council could now discuss this (See Minute 0706.05) no objections <br /> Reports: 0355/07 Replacement of existing animal shelter at Higher Michelcombe  conditional planning permission given, with one conditioning asking for safe disposal of foul water. Draft Planning protocol for the Council: The Chairman had produced a draft for discussion in September. Agreed <br /> <strong>0707.0 5 Financial report </strong>T<br /> he following payments were approved the following payments: <br /> a) Mrs J M Radford salary April-June incl £220.00 <br /> b) Mrs J M Radford expenses for same period (£30 internet access, £13.40 + £2.08 VAT telephone, £6 +£1.49 VAT stationery) £52.93 <br /> <strong>0707.06 New Code of Conduct</strong> as applied to Parish Councils, including Para12 (2) were approved. Agreed to alter Standing Orders to include that Council meetings routinely involve a Public Forum <br /> <strong>0707.07 Housing Advisory Group</strong> The Council noted the Notes of Housing Group Meeting 13/6 which are attached to these Minutes and had already been published. Clllr Roberts left the room for the first part of the discussion, as owner of Little Bewden. Agreed that the Church Charity should be contacted and asked to attend a presentation on the possible combined use of Little Bewden and Play Park for the project and playing field. Agree to write to Holne Church Charity to discuss possibilities by organising a joint meeting. Cllr Ross commented that need to progress the project  had been very impressed with visits to other similar completed projects. There had been a further meeting to discuss a letter received as a result of Minute 0705.19, and at this meeting questions for the next survey had been proposed:  Do you own any land in the Parish that you might be willing to sell for a small development of affordable houses?". "How many houses do you consider  a small development of affordable houses 1-3, 4-6, 6+ ? "Agreed that these should be suggested for inclusion in the survey. The Clerk was asked to send letters of acknowledgement/thanks to Church House Inn, and to the writer of the letter discussed in Minute . <strong>0707.08 Council's response, to the DNPA Core Strategy submission version</strong> The Council welcomed the alteration to COR10. Cllr Roberts commented that government new permitted development rights had elicited negative response from DNPA which she felt was a retrograde step. <br /> <strong>0707.09 Council's responseto the DNPA Draft Management Plan </strong>the Plan was welcomed but Councillors wondered if it would be more than words and a wish list without the means to effect these. Agreed to make no comment. <br /> <strong>0707.10 A temporary closure order form for Holne Fete </strong>Evening Street Dance on 11 August was completed. <br /> <strong>0707.11 Wording of an advertisement for the position of Clerk to the Council</strong> : Agreed to delegate to the Clerk and to advertise on both the Holne Website and Holybrook exchange as well as on the Parish Link, <br /> <strong>0707.12 The Dartmoor Protocol</strong> which SEARCH Holne &amp; Scoriton has signed up to "We agree to work togethere to tackle climate change and promote sustainability in Dartmoor and surrounding areas. We pledge to work urgently and with passion to take action and share experience in pursuit of this aim." Agreed to support SEARCH in their efforts here. <br /> <strong>0707.13 DNPA Forum 22 June </strong>(Cllr Roberts had attended. The meeting had been mainly about the management plan (see Minute ) ; <br /> <strong>0707.14 DAPC Training Day</strong> at Ivybridge had been attended by Cllr Ross.<br /> <strong>0707.15 Play Park Hedge Laying</strong> The Clerk reported that DNPA had already filled their 2007/8 programme of hedgelaying training sites. Agreed that the project could be delayed to the following season if a little preparatory work was done next year. The Clerk would contact Sue Halse again. <br /> <strong>0707.16 Request to DCC for creation of restricted byways </strong> The Clerk reported that Helen Buckingham of DCC had been in touch. Agreed that Clerk should contact landowners on Council requests <br /> <strong>0707.17 Correspondence</strong> Receipt of the following was noted: Cc of D on Sustainable Communities (comment required by 30 July, letter attached); S Hams LDF Consultation Events (17 July Totnes); Wessex Re-investment Trust S Ham Community Land Trust Newsletter; DAPC Parish Council Representatives on DNPA. These were noted and it was agreed that Cllr Retallick should be invited to attend meetings. <br /> <strong>0707.18 Part b of Item 7 (Housing Advisory Group Report) taken in Camera</strong>  Cllr Roberts moved that the public be excluded under Section 100 LGA 1972. Agreed. The Chairman proposed that the letter be passed to be DNPA for comment. Cllr Roberts proposed that the writer be asked for permission. Both proposals agreed. <br /> <strong>0707.19</strong> Item for September Meeting Cllr Ross asked for an item on the Maintenance of Holne Common. Agreed to this and to invite of Chairman of Holne Commoners Association <br /> <strong>There being no further business the meeting closed at 10.00 pm.
