Minutes of the Parish Council Meeting held on Tuesday 11 December 2007 in the Holne Village Hall at 6.30pm

Present: Cllrs Paul Arrowsmith (Chairman), Richard Copus, Ru Roberts, Belinda Owen, Liz Ross, Gill Simpson

Members of the Public: Mr and Mrs J Walker, Brenda Best, Mrs B Applegarth and Police Community Support Officer Douglas McCance

The Chairman stated that the Council did not have enough information to proceed with the meeting as they had been unable to contact the owner of the property and needed to re-convene to go through the plans. It was decided to proceed with the public forum.

Public Forum : Mr Walker stated that he had not seen the amended plans. Mrs Applegarth was concerned at the lack of privacy from the west elevation window that was now being proposed. The original plans had shown on a slit window. It was now being proposed that a second bedroom would be constructed with a large window. Mrs Applegarth was also concerned by the use of the words ?similar size? and asked for clarification. Concern was also raised that the plans appeared to show 4 velux windows. The footprint appeared to be for a newbuild 3 bedroom property. The shallow pitch metal roof on the carport would create concern on noise levels. Mrs Walker commented that the dwelling was going from a proposed 1 bedroom property to a 3 bedroom property. Mrs Best was also concerned at the lack of privacy that would be given from the west elevation window.

11.12.01 Apology for Absence was accepted from Cllr Irish

11.12.02 Planning Matters Planning Application: 0943/07 Construction of new dwelling and carport (revision of planning consent ref 0475/07) at site adjoining Hazelwood, for Moorhaven Ltd : Discussions were made that this appeared to be a new dwelling and that the plans appeared inaccurate. The plans from previous applications would be needed to compare the footprint to that now being submitted. It was proposed that a meeting with the site owner be arranged and comparison of plans need to be made before a decision could be made. It was agreed to adjourn the matter until the following week.

The Chairman the requested Police Community Support Officer Douglas McCance to address the meeting. Police Community Support Officer Douglas McCance had recently taken over as Support Officer for Buckfast/Buckfastleigh/ Scorriton and Holne. Community letterboxes were being set up in Schools in Buckfast and Buckfastleigh with a weekly collection taking place. These letterboxes were for use of non urgent communications with the Police and places were being sought in Scorriton and Holne for similar schemes to be set up. It was stated that the area was a low crime area. Cllr Roberts queried whether any person had been apprehended with regard to the fire in Scorriton playground and Support Office Douglas McCance mentioned that he was not aware whether the matter had been resolved as he was not involved in the investigation. The Clerk made mention of the damage to Holne Bridge due to a large vehicle. Discussions then took place that only licensed large vehicles were able to cross the bridge and it was down to the Traffic Department of the Police to know how many of these licensed large vehicles actually used the bridge. Support Office Douglas McCance was to avail himself of anything that is happening in the villages.

There being no further business the meeting closed at 7.20 pm
