Minutes of an Extraordinary Meeting of Holne Parish Council held on Wednesday 9th April 2008 in Holne Village Hall

Planning Application 0207/08 - Field shelter for sheep 3.66m x 1.82m at Hunter’s Reach , Michelcombe Lane , Holne for Mrs G Mackie
Cllrs Owen and Simpson attended the site , a field of 0.267 hectare where the proposed shelter is to be erected to provide cover for up to six sheep ( currently used for grass control ) in such a position as to avoid the prevailing wind and rain. The shelter would not be visible by the neighbour , who does not object in principle but has expressed concerns that the water run off from the roof may cause damage to her hedge.It is understood that the applicant has addressed this by moving the shelter away from the boundary .
Cllrs Roberts and Simpson had no objection and Cllr Irish declined to comment at the same time declaring no interest Cllr Ross did not consider that such a building was necessary on such a small plot of land. Cllr Owen agreed and added that , as a rule , sheep do not require a structure in which to shelter . Cllr Copus was concerned that the proposed shelter was too near to the neighbour.
Following uncertainty from the council as a whole on how to proceed , the Chairman put forward a proposal that the Application be supported . Cllr Copus interjected that the proposal should be to support with the proviso that the shelter be repositioned , the proposal voted on by the Council.
Cllrs Copus , Arrowsmith and Ross supported……Cllrs Owen , Simpson and Roberts opposed and Cllr Irish , who had opted not to vote , was erroneously counted as opposing . The Chairman’s casting vote was to support resulting in an equal vote .
At this stage . Cllr Ross stated that , although the vote could not be altered , she wished it now noted that she had changed her opinion and in reality , did not support the application .
However , it was then brought to the attention of the Chairman , that the count for the proposal was incorrect as Cllr Irish abstained from voting : the correct count of the vote -opposed = Owen , Simpson , Roberts-
Support = Copus , Arrowsmith and Ross with the casting Chairman’s vote to support .
The Clerk was therefore instructed to write to the Dartmoor National Park Authority to support the Application on the condition that the shelter be repositioned to an area acceptable to the neighbours
PROPOSAL OF CONCEPT RE LOCAL GOVERNMENT REVIEW
A discussion took place with regard to the revision of Local Government in Devon to establish Holne Parish Council’s preferred concept for onward transmission to the Boundary Committee by 11th April 2008.
Cllr Copus stressed the importance that any new Authority fully understood and addressed the needs of a rural community . Cllr Owen agrees with this and supported the proposal of a South Devon and Dartmoor Authority which has been put forward to the Boundary Committee by South Hams . Cllr Simpson agreed but added a concern over the level of Representation . Cllr Roberts was also in agreement and expressed her concern that the best case scenario of representation ( that offered under a South Devon and Dartmoor Authority) of 1 Councillor per 4000 population fell well short of the current given by South Hams of 1 Councillor per 5 villages .
Cllr Irish supported the position taken by South Hams for a South Devon and Dartmoor Authority as the best option for a rural community such as Holne , Cllr Ross agreed.
The Clerk was , therefore , instructed to email and then write to the Boundary Committee to agree with the concept of forming an Authority covering South Devon and Dartmoor
There being no further business , the Meeting closed at 7.25pm
