Minutes of a Meeting of the Parish Council
held at the Village Hall, Holne on

Open Forum
The Chairman thanked Mr Mudge for taking delivery of the salt on behalf of the parish.

The Chairman opened the meeting at 8.01pm.

Declarations of Interest
Members were reminded of their responsibility to continually update their Notice of Registerable Interests and invited to state whether they have a personal or prejudicial interest in any matter to be discussed during this meeting.

There were no interests declared.

Ratification of Minutes
Members present received the Minutes of the Parish Council meeting of 1 November 2011.

It was RESOLVED unanimously that the minutes of the Parish Council meeting dated 1 November 2011 be signed by the Chairman as a true and correct record of the meeting.

Finance

  1.  It was RESOLVED unanimously to approve the following invoices

       for payment:

  1. Royal British Legion - £33.00 – chq 000623
  2. Dartmoor Timber - £240.00 – chq 000624
  3. Suzanna Hughes - £22.44 – chq 000625
  4. DALC - £30.00 - chq 000626
  5.  Members received the budget proposals for 2012/13. 

       It was RESOLVED unanimously to approve the budget proposals.

       It was FURTHER RESOLVED unanimously that no increase would  
       be made to the precept.  The amount to be precepted will therefore be  
       £5,280.

Planning
a.         New applications/appeals
            There were no new applications considered.
                  
b.         Decisions
             0455/11 – Holne Chase, Ashburton
             Installation of 9.6kw solar photovoltaic ground mounted system

             The grant of conditional planning permission was noted.

c.         Correspondence re Planning Application 10/2824/11/F – Wind   
            Turbine over 5ft high in Chivelstone Parish

              After discussion, it was RESOLVED unanimously that whilst
            sympathetic to the issues raised, members felt they did not have   
            sufficient information to comment.             

 d.          Cllr Owen  questioned whether a planning application had been     
             submitted for Village Farmhouse for PV panels as advertised in the
             newspaper.  The clerk confirmed that no details had been received by
             her but she would contact the DNPA to establish whether an

Michelcombe Notice board
It was brought to members’ attention that the new notice board was not shutting properly and the backboard was becoming damp.  The Chairman advised that he would speak to Matt Powell so that adjustments could be made.  He also advised that a clasp still needs to be fitted at the bottom.

There was a discussion about whether the notice board should be locked or unlocked.  It was RESOLVED that it should remain unlocked and use of the board monitored

Jubilee Celebrations
Cllr Troake reported that he had spoken with the owners of the land at Grendon who are happy, in principle, to hosting a beacon.

It was agreed that Cllr Troake would arrange an informal meeting with those members of Buckfastleigh West Parish Council who wished to help with the arrangements for the Jubilee celebrations.   The clerk would email contact details to Cllr Troake.   Cllr Owen agreed to help Cllr Troake.

Playpark
Cllr Owen reported on a successful jumble sale.  The Committee has now agreed a logo. A childrens’ Christmas making event had been organised and will be taking place in the Village Hall.   The next meeting of Friends of Playpark will be in January.

There was nothing to report.

Snow Warden Scheme
Cllr Arrowsmith raised the following points:

  • Mr Mudge took delivery of the salt from DCC which will be distributed as follows:  1 tonne will be stored at Priddons, 1 tonne will be stored in Michelcombe, 2 tonnes will be stored at Holne Court Farm and 1 tonne will be stored by Mr Mudge.
  • Small bags have been supplied so that the parish can fill and distribute its own bags.
  • The Parish Council has been advised that Holne Village is on a primary route and therefore it is unlikely that DCC will supplya grit bin for the centre of the village.  However, in reality, the gritter doesn’t actually go through the village.  Cllr Arrowsmith would therefore continue to pursue this.

Potholes, highway maintenance reports and other highways issues
It was agreed o suspend standing orders to allow Mr French to speak to members.
(i)  Michelcombe  Bridge – it had been reported that two coping stones
needed to be replaced.  Whilst Mr French offered to do the repairs for
a small fee, it was agreed that this is the responsibility of DCC and the  
clerk should therefore report it to them first.

(ii) Two potholes were reported on the opposite sides of the road by
      Michelcombe bridge.

Clerk’s or Councillor’s Reports on matters authorised by the Council at previous meetings not otherwise on this agenda.

  • Cllr Troake reported that he had attended the New Councillors’ training which he had found beneficial.
  • Cllr Ross reported that she had attended Budgets and Precepts training which she had found useful.

The clerk notified councillors of relevant correspondence received during the month not otherwise dealt with above, including:

      It was agreed that members would make individual comments.

Date of Next Meeting
It was confirmed that the date of the next Parish Council meeting is Tuesday 3 January 2012 at 8.00pm.
